Nigeria : NAPIMS allegedly awards $260m contracts without tender

A subsidiary of the Nigerian National Petroleum Corporation, The National Petroleum Investment Management Services, on Wednesday, came under the searchlight of the House of Representatives for allegedly awarding four single-source contracts worth $260m without a tendering process.

As per reports, NAPIMS gave approval for Esso Exploration and Prohibition Nigeria Limited, a subsidiary of ExxonMobil, to award the contracts for projects in ExxonMobils Usan Deep Water Project.

Mr. Babatunde Kolawole, an All Progressives Congress lawmaker from Ondo State, brought the matter before the House in Abuja, urging for a quick investigation.

He added, NAPIMS had through three memoranda dated October 13, 2014, February 10, 2015 and April 16, 2015, nominated four companies to execute the contracts, in violation of due process and without approval from both the Board of the NNPC and its Group Executive Committee.

The motion received support from a member of the All Progressives Grand Alliance from Anambra State, Mr. Gabriel Onyenwife, urging his colleagues to endorse it. According to Onyenwife, it was the duty of the National Assembly to expose corruption.

The motion was passed by the members in an unanimous voice vote and referred it to the joint Committees on Petroleum Resources (Upstream)/Public Procurement to turn in a report within four weeks.
