United Kingdom : Reform think-tank calls for radical reform of public sector procurement

The Reform think-tank has in a report called for radical changes in public sector procurement which includes increasing the number of services listed on the new Crown Marketplace, including appropriate parts of HM Revenue & Customs' (HMRC) Aspire contract which end in June next year.

It said that a radical reform of how the government procures goods and services will save taxpayers at least 470m annually by 2020.

Savings could even hit 10bn, if Britain matched the performance of countries like Estonia and South Korea.

Reform warned that tensions between state procurement officials will hinder progress and see a waste of taxpayer resources unless resolved.

In the report, the think tank has discussed recent attempts to reform the 40bn spent by central government departments on goods and services every year.

It has argued that the Crown Commercial Service, the body responsible for cross-government procurement, is struggling to build good ties with suppliers and departments and has concluded that the Coalition's attempts of cutting red tape and enhancing commercial skills delivered mixed results.
