Spain's Tecnicas Reunidas has won a 706-million-euro ($800-million) deal from Petroleos Mexicanos for the second phase of the General Lazaro Cardenas refinery project in the Gulf coast city of Minatitlan.
The deal includes the engineering, procurement, construction and commissioning of two new refining units, a sulfur-recovery plant and modernization work, as well as auxiliary services and integration of the installations.
The project is portion of the improvement and modernization plans of Pemex's industrial transformation unit. They comprise of endowments totaling 4.85 billion euros ($5.5 billion) in the country's refineries to cut down the sulfur content of Mexico's diesel production by 97% - from 500 parts per million to 15 ppm - in compliance with environmental standards.
This would reduce Mexico's greenhouse gas emissions by more than 12,000 tons yearly.
