India : AACWA seeks introduction of 'Single Bid System' at all executing agencies and departments

All Arunachal Contractors Welfare Association (AACWA), in representation to Chief Engineer, CSQ, Department of PWD, GoAP has forwarded a demand for early introduction of Single Bid System at all executing agencies and departments.
AACWA, in its representation, said that most of the contractors have been subject to unnecessary harassment and financial expenditure towards preparation of documents as required by the tendering authorities to fulfill the eligibility criteria during tender process in spite of official order issued by Commissioner, PWD instructing the department/agencies that no extra documents will be required for pre-qualification in any kind of tender for those firms/contractors, who are already registered under-APECWD 2008.
According to AAWCA, all necessary documents/papers like work experience certificates, engineering and staffs, tools and plants, VAT registration copy, PAN card etc. are submitted to the enlisting authorities at the time of registration of contractor of various classes/categories under Arunachal Pradesh Enlistment of Contractors in Works Department Rules, 2008.
It even said, some Executive Engineers of PWD in accordance with the order have adopted Single Bid System in tendering process as per norms specified by CPWD and Arunachal Pradesh Enlistment of Contractors in Works Department Rule 2008.
AACWA appealed to instruct all the Chief Engineers of various departments to implement Single Bid System during all kind of tendering process.
