Deputy Chief Minister and Minister for Business Peter Styles today announced the Territorians who will form the Local Benefit Advisory Panel (LBAP), established as part of the Buy Local Plan.
Minister Styles said the LBAP is one of the final components to be put in place as part of the Country Liberals Governments suite of innovative procurement initiatives designed to support local businesses and secure jobs for Territorians.
The LBAP will use their diverse local business and industry knowledge to provide Northern Territory Government agencies with objective advice on claims made and benefits proposed in the local content component of tender responses and contracts worth more than $5 million.
All of the members have a long-standing commitment to the Territory, as well as knowledge and experience across a variety of industries, Mr Styles said.
Mr Paul Baxter has been selected as the Chair and Mr Neil Hallagan as the Deputy Chair of the Panel.
Both gentlemen have built successful businesses here in the Territory and understand the value that can be realised by supporting local enterprise.
Beyond successful careers in business and industry, we have selected panel members that have a strong connection to the Territory and have given back to the community that has supported them.
Mr Styles said three Buy Local Advocates would also be appointed from the pool of LBAP applicants to support the Northern Territory Governments overhaul of procurement policy.
These Advocates will engage with individual enterprises to promote and advise on the Governments Buy Local Plan and other related policies, he said.
The addition of Buy Local Advocates will strengthen the support already in place for small to medium businesses across the Territory through our team of 24 Business Development Officers.
There was very strong interest in participating in the LBAP, with 58 nomination received across the Territory through the publicly advertised expression of interest process
Three members of the LBAP will be appointed to provide advice on the local content and local benefits of each tender submission.
It will also have a role in providing advice on significant changes to the contractors local benefit commitments.
There are robust conflict management, confidentiality and code of conduct procedures in place to ensure that the highest standards of probity are maintained.
Government agency assessment teams will continue to perform their own evaluation of complete tenders and remain accountable for their evaluation recommendation. The Agency delegate remains responsible for the procurement decision, based on the recommendation of the evaluation team.
The existing role of the Procurement Review Board also remains to independently review government procurement activity and ensure relevant policies are complied with.
The Buy Local plan was developed through extensive consultation with NT businesses, industries and other stakeholders and will provide local businesses with greater opportunities to tender for and win government work.
It will ultimately ensure the $3billion spent annually on goods and services by the Territory Government will deliver the greatest benefits for Territory businesses, our families and our economy.
