The Commission on Elections (Comelec) has opened its official bidding to procure additional 1.1 million rolls of thermal paper to be used as voters receipt in the May 2016 local and national elections.
On Sunday, Lawyer Helen Aguila Flores, chairman, Bids and Awards Committee, stated that the interested bidders should submit their bids on or before 9 a.m., Monday, at the Comelecs BAC secretariat office in Palacio del Gobernador in Intramuros, Manila. The bids would be opened an hour after the 9 a.m. deadline in the presence of the bidders representatives.
For this contract, the Comelec has allotted P85.8 million.
The authority will be conducting the bidding following open competitive bidding procedure using a non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations of Republic Act 9184 or the Government Procurement Act. It will be restricted to Filipino citizens, whether sole proprietors or partners, or organizations with at least 60 percent interest or outstanding capital stock belonging to citizens of the Philippines.
According to Comelec Chairman Juan Andres Bautista, the poll body has set a deadline of April 20 or 19 days before the May 9 elections for the delivery of thermal papers to different precincts across the country. Bautista added a delay in the bidding process would also affect their distribution timeline but said that bidding exemption is allowed by law.
Under the law, if there is an emergency situation, there is no need for a bidding, Bautista said.
