Oman : OPWP plans to begin pre-qualification process for 2 more major power plants

Oman Power and Water Procurement Co (OPWP) is in plans to begin with the pre-qualification process for two more major power plants in the sultanate, each with 800MW-1,000MW capacity.

On Sunday, Chief operating officer Yaqoob al Kiyumi, while speaking to reporters on the sidelines of the signing ceremony for the Ibri and Sohar-3 power plants, stated that, OPWP, by the year-end plans to initiate the pre-qualification process for one of the plants, which is likely to be set up in Muscat with an operationalisation target of 2021.

He said, This will be followed by pre-qualification for the second plant next year. We expect the second plant to go online in 2022. We are yet to finalise the location for this project but expect to float request for proposals (RfP) next year.

According to Kiyumi, both plants will be independent power projects (IPPs), however, the second plant could have a different procurement mechanism, that would allow plants with expiring contracts to compete with new bidders for new power projects.

OPWP has recently announced its plans to develop a new procurement methodology for long-term power contracts, the methodology which will allow plants with expiring contracts to compete with bidders for new capacity for long-term supply agreements.

During the signing ceremony, OPWP CEO Ahmed al Jahdhami said, aiming at providing required power capacity in order to address accelerating demand, major efforts will be to expand the efficiency of resources and energy conservation programmes, which has become a matter of urgency.

Jahdhami added that, OPWP aims to reduce the gas consumption per unit of power generation by 20 per cent by 2021. The gas consumption per unit of power generation fell by eight per cent in 2015 to 267m3/MWh against 291m3/MWh in 2014.

OPWP aims to reduce gas consumption to reach at consumption rate of 205m3/MWh by 2021. This will be done through the use of modern technologies and constructive cooperation with Oman Electricity Transmission Co and power generation companies, Jahdhami added.
