India : Chennai CM allocates Rs. 13.43cr to launch e-procurement system for paddy this year

The Chief Minister of Tamil Nadu J. Jayalalithaa on Friday has made an announcement on an electronic-procurement system and payment via Electronic Clearing Service (ECS) to eliminate systemic deficit as per her version in the obtainment of paddy and to ascertain timely payment for the farming community in the State.

Speaking at the State Assembly, the CM has stated that the Government will implement the e-procurement scheme in this year, and it has set a budget of Rs. 13.43 crore for this purpose.

At present, the ECS method is not being used to credit the payment of the farmers into their bank accounts, due to lack of automated procurement system.

Ms Jayalalithaa declared, Now, direct procurement centres will get point-of-sale machine, computer, printer and electronic weighing scale and it would result in improving the efficiency of procurement centres.

Farmers will be able to register their details comprising their name, land, as well as area under cultivation, harvest period and mobile number at the procurement centres.

The CM further said, They will receive information on procurement and need not wait at the centres. After procurement, details about payment, movement of paddy and the area godown will be published on the website. Farmers will get a receipt and the amount will be credited to their account through ECS.

She has also made announcement on their strategy to set up advanced rice mills, storage godowns and silos to ensure distribution of better quality rice via the public distribution system (PDS).

The Tamil Nadu Chief Minister has disclosed that the construction of advanced rice mills at Valangaiman taluk in Tiruvarur distrct of the State, which will entail an investment of Rs. 20 crore, will have a hulling capacity 30,000 tonnes of paddy.

There is also plan to build two new godowns in Kottur and Needamangalam (2X10,000 tonnes) equipped with conveyors, stackers and loaders with an investment of Rs. 40 crore.

The CM has stated that the Government will also construct new buildings to be operated as direct procurement centres for Rs. 20 crore.

Ms. Jayalalithaa has also revealed Rs. 40 crore worth of investment strategy for the construction of a pair of silos, each having a storage capacity of 15,000 tonnes.

The State Government has decided to build the new silos in Thanjavur and Tiruvarur districts in order to protect the paddy from the vagaries of nature.

Ms. Jayalalithaa has also declared that they have planned to build five warehouses, with a joint capacity of 16,600 tonnes, to serve the local farmers, privately-held sugar mills, Food Corporation of India (FCI), as well as cement and fertilizer manufacturing entities.

These five new warehouses will be set up in Ambasamudram, Arakkonam, Namakkal, Manamadurai and Cuddalore in the State.
