Oman : OPWP announces tender for advisor services to frame contracting procedure

The sole procurer of the sultanate's power and water capacity, The Oman Power and Water Procurement Co (OPWP) has announced a request for proposals (RfP) for advisory services to facilitate the development and implementation of a process for the future contracting of its utility capacity.
OPWP seeks proposals from interested bidders to provide advisory services covering technical areas to develop and implement the process to a contracting round aimed at securing power and water capacities for 2022.
According to OPWP, until September 29, 2016, the tender documents will be available for purchase. The bid submission date is October 26.
At present, OPWP is developing a capacity procurement methodology which will allow existing generators, with approaching contract expiration, to compete for new long-term contracts.
The first capacity procurement to utilise this new methodology would likely be for contract terms beginning in 2022.
By 2022, OPWP plans to procure about 2,700MW of power generation capacity, in a process that would begin in 2017. This tender would be carried out under a new procurement methodology which enables existing out-of-contract plants to compete with bidders for new IPP plants.
