India : Telangana to bring in new legislation on land procurement

The government of Telangana is expected to bring in a new legislation on land procurement for projects in the ensuing winter session of the state Assembly starting from December 16.
Following strong protest from all fronts including the TJAC and other opposition parties in implementing the GO 123 issued for quick land acquisition from land owners, the government had said will enact a new land acquisition law.
As GO 123 is being opposed strongly by opposition parties and is also facing legal obstacles as it bypasses some of the provisions of the R&R Act, 2013, the State Cabinet has reportedly said it will introduce a new bill in the Assembly to fix these flaws in the GO 123.
The state Cabinet on Saturday granted approval to the new land procurement bill, proposed to make changes to the R& R Act, 2013, exactly 10 days after TJAC chairman Prof M Kodandarams ultimatum to the state government, asking it not to buy land for projects in the state breaching the provisions of R & R Act, 2013.
According to sources said, social impact assessment study, which is a must for land procurement, might be dropped, in the proposed legislation. Likewise, some other safeguards for the land owners might be deleted. It is said that the new Act was prepared on the lines of the land Act of Gujarat State.
