Egypt : Govt. reviews scenarios to sign Russia-funded Dabaa NPP contracts implemented by Rosatom

Publish Date : 27-Dec-2016

The government is reviewing three scenarios to sign the Dabaa nuclear power plant (NPP) contracts funded by Russia and implemented by Rosatom.

According to state sources, the maiden scenario is a partial inking of the contracts before the year ends, leaving the remaining parts to be inked within 3 months.

The second scenario requires to postpone the whole deal to March, then submitting the agreements for revision to the State Council.

The commercial agreement between Egypt and Russia to establish, supply, and run the Dabaa NPP includes four contracts : the main establishment, fuel supply, technical support during operation, and the establishment of storage for consumer fuel.

The third scenario, which the source said is "highly unlikable", is delaying the signing of the deals indefinitely or even cancelling them. Scrapping the contracts may not happen as Egypt already included the expected power production of the plant in its strategy of diversifying energy sources.

Egypt inked a deal with Russia to establish an NPP in Dabaa with a capacity of 4,800 MW for $30bn.

Russia will offer a $25bn governmental loan to Egypt. The loan is used to fund 85% of the value of each contract to implement works, services, and shipments of the project. The Egyptian side will pay the balance amount representing 15% as installments.
