Sierra Leone : Agreement announced to ratify privatization of Cargo Tracking Note operation at Sierra Leone Ports Authority

The Minister of Transport and Aviation, Leonard Alex Balogun Koroma has announced an agreement in the Parliament to ratify the privatization of the Cargo Tracking Note operation at the Sierra Leone Ports Authority.

While announcing the agreement, Koroma said that the Sierra Leone Government, building upon its business reform strategy programme for the Sierra Leone Ports Authority (SLPA), and in line with global standards, introduced the routine management and operations of the Cargo Tracking Note (CTN) to a private sector through a competitive bidding process.

Koroma said that in pursuance of the Sierra Leone Government's business reform strategy, Government through the National Commission for Privatization issued a request for proposals (RFP) in this regard and six companies filed bids to implement and manage the Cargo Tracking Note at the Sierra Leone Ports Authority.

He noted that after the evaluation of the bids received, Transport and Ports Management Systems West Africa Sierra Leone (TPMS-WASL) was announced as the most responsive bidder and was selected to deliver the project.

He added that Cargo Tracking Notes (CTNs) were introduced after the September 11TH attack as a way to boost security around marine shipments and to create a system of verifying the contents of every cargo, and then tracking that cargo between ports.
