The Ministry of Transport opened the envelopes with offers for the operation of state-ordered R8 line from Brno to Bohumn. From December 2019, Regiojet will operate a train connection for CZK 252 million a year, with total compensation under the eight-year contract amounting to CZK 2,017 billion. The contract itself requires a gradual increase in qualitative parameters, while the range of transport increases by 19 percent. There was also a comparison of bids on the set of R21, R22, R24 and R26 lines. The ARRIVA trains offer the most advantageous offer for a period of three timetables.
"The transport of the R8 Brno - Bohumn in the last months has shown interest also to the carriers of Leo Express and esk drhy. The most favorable offer for the state in the amount of 251 million crowns a year was handed over by Leo Express, but the carrier did not meet the terms of reference and was therefore excluded from the competition, "says Transport Minister Dan ok. The existing Czech Railways carrier offered an eight-year operation of Brno to Bohumn with a bid of CZK 2,223 billion. The price refers to the entire period of eight timetables, ie from the beginning of the timetable 2019/2020 until the end of the timetable in 2026 and 2027. Compared with the calculations of the carriers in the spring of this year, the competitive pressure led to a reduction of the offer by about 50 miles CZK per year.
The offer was submitted by two carriers to the line R21 Prague - Mlad Boleslav - Turnov - Tanvald, R22 Koln - Mlad Boleslav - esk Lpa - Nov Bor, R24 Prague - Rakovnk and R26 Prague - P bram - Psek - esk Bud jovice. Czech Railways offered traffic on the lines for a total compensation of CZK 931 million, ARRIVA trains sro in the amount of CZK 731 million. These amounts are for the entire period of the three timetables 2019/2020 to 2021/2022. The comparison includes a situation without an overhead fare. "In the current D contract, the loss of CZK 299 million was recorded for these lines in 2017. Now the current offer of ARRIVA trains is about CZK 244 million per year, we save 55 million a year, "concluded Minister ok.
Prior to each award of a public service contract by direct award, the Ministry of Transport has to compare, from an economic point of view, the delivered offer of Czech Railways and, alternatively, alternative proposals from other carriers interested in operating the subsidized line. On the lines where the Ministry of Transport did not receive an alternative offer in the spring, it will deal with a direct assignment with Czech Railways. This means saving taxpayers' money and better services, which also shows the competition for R8, R21, R24, R24 and R26.
