Egypt : ICT Minister Opens, Inspects ICT and Post Projects in Damietta

The Minister of Communications and Information Technology Amr Talaat opened, a number of ICT and post projects in the governorate of Damietta, during his visit to Damietta, where he met with the Governor of Damietta Manal Awad and a number of executive officials at the governorate's headquarters. During the meeting, the Ministry of Communications and Information Technology (MCIT) strategy pillars were reviewed, the most important of which were the initiatives of digital transformation and financial inclusion, in their comprehensive concept, implemented in cooperation with all the States institutions to provide electronically all government services to citizens during the current year, aiming to save time and effort and eliminate bureaucracy and administrative corruption.

Talaat highlighted the significance of concerted efforts and cooperation among the States agencies and institutions to achieve digital transformation in all sectors and improve service delivery to citizens. He reviewed MCIT efforts, in cooperation with the States different sectors, to achieve the transition to a digital society through providing an effective and secure ICT infrastructure nationwide, preparing the legislative environment that supports this transformation, and providing different channels for delivering government digital services in accordance with cultural diversity and different patterns of citizens' use of technology.

The ICT Minister and Damietta Governor also witnessed the signing ceremony of a cooperation agreement between MCIT and Damietta Governorate to support and develop remote diagnosis and telemedicine services using ICT tools, qualifying young people and building their capacities to serve the governorates citizens. The agreement entails developing six remote diagnosis and telemedicine units and five integrated inclusive community centers. Through this protocol, the health units in the remote areas of Damietta governorate will be equipped with telemedicine devices and linked to specialized university and central hospitals. The telemedicine system helps citizens to receive therapeutic services from senior professors and physicians in various medical specialties without the burden and expense of having to travel great distances.

The agreement was signed by the ICT Ministers Advisor for Social Responsibility and Services Abeer Shakweer and the Secretary General of Damietta Governorate Essam El Leithy.

The ICT Minister and Damiettas Governor, accompanied by the ICT Ministers Advisor, have visited Al Noor School for the Blind in Shata. MCIT supported the school with a number of advanced technological applications, specially developed to facilitate the educational process for students with disabilities to improve their cognitive abilities. This is in addition to providing computers, printers and projectors. A number of teachers and students were trained on using assistive technology.

In addition, Talaat and Awad also witnessed the ceremony of signing a cooperation protocol between MCIT and the Ministry of Planning and Administrative Reform and the Governorate of Damietta on automating and developing the work cycles at the governorate's headquarters and local units. It also aims to activate the technological solutions of national Micro, Small and Medium Enterprises (SMEs), enhancing the capabilities of these companies to develop value-added innovative technological products and solutions and enabling them to obtain a government track record that supports their competitive position both in the domestic and foreign markets.

The projects of the three-year protocol entail a number of basic technological applications, including the integrated Enterprise Resource Planning (ERP) system that includes a set of subsystems for management of warehouse, procurement, personnel and benefits, integrating with the current available systems and the automation of the States property management using the geographic Information System (GIS).

This is in addition to the systems used for the management of work teams, other mobile phone applications for some distinctive services provided to citizens and systems for the management and development of other kinds of business using the latest technologies. It also aims to apply basic quality standards within the citizen services centers which deal directly with the public.

The protocol was signed by the Associate ICT Minister for Promoting MSEs Innovative Solutions to Governmental Sector Mohamed Saied and Assistant Minister of Planning for Database Affairs and Government Services Ashraf Abdel Hafiz, and the Secretary General of Damietta Governorate Essam El Leithy.
