Three Ministries and the Government Commissioner in front of the Demographic Challenge will sign a protocol of commitment for the development of the Spanish industrial areas. The objective is to achieve the capacities and conditions necessary to preserve and improve the competitiveness of the industry as a whole. The development of the industrial areas is included in the 'General Guidelines of the New Spanish Industrial Policy 2030' that was approved by the Council of Ministers on February 22nd. The document will be signed by the Minister of Industry, Trade and Tourism, Reyes Maroto, the Secretary of State for Infrastructure, Transport and Housing of the Ministry of Development, Pedro Saura, Secretary of State for Digital Advancement of the Ministry of Economy and Enterprise, Francisco Polo, and the commissioner of the Government in front of the Demographic Challenge, Isaura Leal.
For the Minister Reyes Maroto, "the Protocol responds to the demands for improvements in the conservation and services of these polygons, which include access to ultra-fast broadband networks, a key aspect to be present in the digital economy as for the implementation of digital technologies associated with Industry 4.0". The text of the Protocol states that industrial areas "constitute basic economic infrastructure for the development of industrial activity and are responsible for significant economic resources that contribute to the municipalities where they are located." Spain has more than 6,000 industrial concentrations, responsible for the generation of a significant part of the national GDP. However, they present a very uneven development.
The signatories express in the Protocol their willingness to make all the necessary efforts to carry out the following actions: Promote the reindustrialization and competitiveness of Spanish industry throughout the territory. Contribute to the establishment of an economic, adequate and fair balance between the different parts of the territory. Encourage stable and quality employment. Develop productive activities that combat the existing inequality between rural and urban environments, and avoid the depopulation of the territories. Prepare an Industrial Map that offers an inventory of industrial areas and polygons throughout the territory, classifying the spaces and identifying their needs. Plan actions that update, regenerate and transform industrial areas to turn them into poles of attraction of new companies and contribute to the growth of existing ones. Stimulate the growth of the productive fabric through the promotion of the integration of industrial areas in urban spaces and the improvement of their logistics, energy, communication and information infrastructures. To develop the connectivity of the productive fabric through the impulse to the extension of the ultrafast broadband in the industrial areas and polygons of the whole territory.
The signatory Public Administrations will continue working to improve the competitiveness of the industrial fabric and the internationalization of the economy, consolidating the current industry and promoting the implementation of new industrial activities, with the aim of constituting a renewed and strengthened industry, prepared to successfully face the new challenges and compensate for the economic and social impacts associated with deindustrialization. The intention of the signatories is to extend the Protocol to agents participating in the management of Spanish land and industrial areas, given that part of the commitment of the Administrations is the promotion of public policies based on dialogue with the productive sectors, companies, training sectors , social agents and other entities.
