Approval of the nomenclature(list) of medicines is a fundamental process in procurement, and this year we managed to approve the list for the New Year, which will allow us to get vital medicines early. In 2020, the Ministry of Health of Ukraine will continue to work to ensure equal and fair access to health care for all citizens of Ukraine.
For the first time, UAH 3.2 billion has been allocated for the purchase of medicines and medical products at the centralized level. Thus, the total budget for the purchase of medicines and medical devices in 2020 will amount to about UAH 9.7 billion, which is a record amount for the purchase of medicines for Ukrainian citizens. It is expected that these funds, together with the reduction in prices for a number of drugs, will be sufficient to meet the almost complete need for all 38 areas. This goal is one of the priorities of the Ministry of Health of Ukraine aimed at ensuring the fulfillment of its obligations to the citizens.
The Ministry of Health of Ukraine extends the list of purchases only when it will provide medicines to all patients in existing areas. This approach ensures equal and guaranteed access to care and does not reduce access to treatment for those already receiving treatment.
For the first time in the preparation of the list of purchases for 2020, the team of the Ministry of Health of Ukraine used methods of evaluation of medical technologies (OMT or NTA - health technology assesment) with the involvement of specialists of the Department of Medical Technology of the State Expert Center of the Ministry of Health of Ukraine.
OMT is conducted to comprehensively evaluate clinical efficacy, economic feasibility, and organizational problems with the use of medicines, medical devices, and other medical technologies. This approach makes it possible to make effective strategic decisions in the field of health care, in particular to determine which medicines are appropriate to finance and purchase by the state at the expense of taxpayers.
From next year, the evaluation of medical technologies will become mandatory in the planning of public procurement and the formation of procurement nomenclature. This approach makes it possible to use budget funds rationally, achieve cost savings and increase the availability of medicines to patients in Ukraine. The Ministry of Health of Ukraine will continue to make management decisions based on the best available data in order to use taxpayers' funds efficiently.
