Sweden : Bombardier applies for review of Skanetrafiken's contract to Stadler

Skanetrafiken, regional public transport operator in Sweden has put on hold its order for six three-car SYS3 high-capacity trains from Stadler, after Bombardier applied for a review of the contract.
In 2018, Skanetrafiken had launched a procurement process to procure 18 coaches with an option for 60 coaches, under a call from a framework agreement signed in 2014 by Swedish vehicle leasing company Transitio with Bombardier, CAF and Stadler.
All three manufacturers submitted bids which were evaluated by Skanetrafiken on the basis of price, and technical and commercial quality.
Offer from Stadler, featuring trains with capacity for 850 passengers, was the lowest priced bid, and it even met all required criterias.
Later on February 17, a notice was published by Skanetrafiken in the Journal of the European Union, announcing its intention to sign a contract worth SKr 2.2bn ($US 231.5m) with Stadler following a 10 day stand-down period.
However, Bombardier applied to the Administrative Court in Malmo for a review of the contract, putting the signature of the contract on hold till completion of the review.
Head of rail at Skanetrafiken, Ms Maria Nyman said, We have carefully followed the applicable regulations and made decisions during the process. We feel secure in the procurement.
