Malaysia : RFP for affordable housing project

Penang invites developers to participate in a RM500 million affordable housing project in SP Chelliah Road. The request for proposal (RFP) is open to developers to develop the project with the Penang Development Corporation (PDC) together on an 11.04-acre piece of land.

PDC general manager Datuk Rosli Jaafar said it sought developers to design, construct and complete the whole development together. The project include a minimum of 550 medium-cost apartments priced above RM200,000 each and 770 units of low medium-cost flats priced at RM72,500 each. The RFP was open to experienced developers with a paid-up capital of not less than RM3 million.

“The submission of the tender must include an earnest deposit of RM500,000 and the tenderer must also offer PDC a minimum guaranteed profit,” he said.

This project is funded under the state government’s budget. It comes by the state government to respond to rising property prices in the state.

It is the Pakatan Rakyat state government’s first affordable housing project to recent calls by various quarters over the high prices of new housing projects on the island which mostly cost above RM400,000. The piece of land belonged to the Penang Island Municipal Council and PDC has been named as its attorney to develop or manage the development of the land.

As per the RFP, the successful tenderer should design, construct and attend to the sale of the units to purchasers according to the relevant authorities’ guidelines and requirements.

The residential units should be sold to eligible purchasers as approved by the state housing department. The tenderer are responsible for the removal, relocation or resettlement of all squatters, structures, temples, shrines and other buildings on the land at their own cost and expense. They will get three years to finish the project from the date which the joint development agreement has been inked.

The conditions for the residential units to be built include minimum amenities like tiles for flooring and walls at the toilets, kitchen and living rooms, safety features like CCTVs at common areas, access cards at the entrance gate and lifts and louvered winders were not allowed.

Interested developers can buy the tender package from PDC from January 17 and should submit it before February 18.
