Department of Agrarian Reform (DAR) in Negros Occidental and the University of the Philippines-Los Banos (UP-LB) Research and training institute have inked a memorandum of agreement for the execution of the Agrarian Reform Community Connectivity and Economic Support Services Organizational Needs Enterprise-Needs Assessment.
It is stated that programs to be evaluated are in Dos Hermanas in Talisay City, Brgy. Guimbalaon in Silay City, Brgy. Dian-ay in Escalante City and in Sitio Ecogan in Calatrava town.
As per the agreement, DAR, through Provincial Agrarian Reform Officer for north Negros Occidental Enrique Paderes will seek the conduct of the enterprise needs assessment as a systematic approach to identify the nature and scope of the social problem being addressed as well as the reasons for undesirable outcomes, to define the target population to be served and to determine the services needed to meet the problem.
DAR will also responsible for identifying the Agrarian Reform Community Development Plan needed to enhance the competitiveness of sugarcane agriculture in Negros Occidental by improving the absorptive capacity of ARBs in organizing and managing agri-enterprises.
The UP-Los Banos Research and Training institute with branch in La Granja, La Carlota City, Negros Occidental through its Executive Director Cecilo Arboleda, will meanwhile, conduct an organizational and enterprise needs assessment for Agrarian Reform Beneficiaries, and immediate community and design assessment of the proposed ARCCESS sub-project.
