On January 26, the Japan International Cooperation Agency (JICA) signed a grant agreement with the Government of the Republic of Benin in Cotonou to provide grant aid of up to 1.457 billion yen for the Project for Construction of Elementary Schools in the Department of Atlantic.

The project will increase the number of classrooms and provide classroom furnishings at elementary schools and pre-schools in Atlantic Department in the southern part of the country, so as to expand access to primary education, improve the learning environment, and contribute to a higher quality of education.

In the Government Action Programme of 20162021, the Government of Benin made improving the quality of education a field of focus, and has taken measures such as to make primary education free of charge and increase the number of classrooms, with the aim of expanding access to primary education and improving the learning environment. However, despite the governments efforts, the learning environment has worsened due to a rapid increase in child enrollment and a rise in the number of students per classroom accompanying free primary education, making improvements in the learning environment one of the top priority issues for the government.

Atlantic Department, which is a bedroom community for neighboring Cotonou, the largest economic city in the country, has had a surge in population resulting in 65.9 students (2015/2016) per classroom, greatly exceeding the nationally set standard of 50. The Government of Benin has therefore designated the department as the highest priority area for additional classroom construction.

The project will construct 34 new primary schools (202 classrooms) in Atlantic Department, expanding access to primary education and improving the learning environment. Also, the project will construct two new pre-schools (eight classrooms) to expand access to pre-school education which improves the learning effects of primary education. Through these efforts, it is expected that more than 10,000 children will be learning in an educational environment that meets the national standards* within three years of the project completion.
