On February 12, the Japan International Cooperation Agency (JICA) signed a grant agreement with the Ministry of Health and Medical Education in Tehran, the capital city of the Islamic Republic of Iran, to provide grant aid of up to 1.534 billion yen for the Project for the Improvement of Medical Equipment in Tehran City.

The project will provide the equipment required for the early detection and treatment of cancer and cardiovascular diseases to Imam Hussein Hospital and Arash Women's Hospital in Tehran, and strengthen the functions for diagnosing and treating such diseases, contributing to improvements in medical services.

Since the 1979 Revolution, the level of medical treatment for health, primarily in the prevention and management of infectious diseases, has improved steadily as a result of a focus on building and strengthening the medical care system in rural areas and the national development of primary healthcare activities for health promotion, particularly among farmers.

For non-communicable diseases, however, the deteriorating medical equipment has not been upgraded and is constantly inadequate at medical institutions due to a lack of foreign currency arising from economic sanctions. Among of the challenges that the country faces are the inability to provide patients with the medical images needed for treatment and the inability to perform endoscopic surgery. As a result, the mortality rate due to non-communicable diseases has been rising in recent years, and the top two causes of death from non-communicable diseases are cardiovascular diseases (46 percent) and cancer (13 percent) (World Health Organization, 2016).

In Tehran, the city with the largest population and the highest need for the treatment of non-communicable diseases, there is a large regional disparity in the medical treatments that are available. In particular, public medical institutions in the eastern part of the city with a large poor population do not have the medical equipment to provide adequate healthcare services for cancer and cardiovascular disease patients.

As a result, not only are the physical and mental burden on patients increasing, but so is the burden on the national finances for the treatment of cancer and cardiovascular disease patients. Under such circumstances, providing the medical equipment necessary for the early detection and treatment of those diseases is a priority.

By providing the equipment to the abovementioned two hospitals, which are medical institutions in the east part of Tehran, it is expected that the quality of medical services in the city will improve.
