On February 28, the Japan International Cooperation Agency (JICA) signed a grant agreement with the Government of the United Republic of Tanzania in Dar es Salaam to provide grant aid of up to 3.782 billion yen for the Project for Widening of New Bagamoyo Road (Phase 2).
The project will widen New Bagamoyo Road (approximately 4.3 kilometers between the Morocco and Mwenge Intersections) in Dar es Salaam from two to four lanes to mitigate traffic congestion, contributing to a more efficient distribution of goods.
With a population of approximately 4.36 million people (2012), Dar es Salaam is the economic core of Tanzania and has undergone a rapid increase in population averaging 5.8 percent per year over the decade from 2002 to 2012. This trend is forecasted to continue, which would result in more than 10 million people in the city by 2027. The amount of traffic has also increased greatly with the number of registered vehicles increasing by an average of seven percent per year between 2001 and 2010. As improvements to the road network cannot keep pace with this growth, traffic congestion has become a serious problem.
New Bagamoyo Road, which is the project target, is an arterial connecting the center of Dar es Salaam with the northern part of the city, where the residential area is growing. Originally a two-lane road (one lane in each direction), New Bagamoyo Road suffers from serious traffic congestion. Through the Project for Widening of New Bagamoyo Road (20102014), grant aid, JICA provided support to widen the road to four lanes between the Mwenge and Tegeta Intersections (12.9 kilometers). The present project will expand the interval between Morocco and Mwenge Intersections (approximately 4.3 kilometers), which remains two lanes, to four lanes. The project will also install drainage facilities since many parts of the road flood during the rainy seasons.
The project is expected to increase the average vehicle speed (during peak hours) along the target interval from three to 40 kilometers per hour. The project should also eliminate flooding of the road, which now occurs about 30 days per year.
From 2010 to 2017, JICA carried out the Capacity Building Project for the Improvement of Dar es Salaam Transport and its second phase as technical cooperation to support the capacity-building of agencies involved with improving urban transportation. JICA is also carrying out the Project for Revision of Dar es Salaam Urban Transport Master Plan (20162018), technical cooperation for development planning, to update the urban transportation master plan through 2040, comprehensively supporting improvements to urban transportation in Dar es Salaam.
