Austria,Montenegro : Montenegro and UNIDO to launch Country Programming Framework in Montenegro

The Government of Montenegro and the United Nations Industrial Development Organization (UNIDO) are launching the first Country Programming Framework (CPF) for inclusive and sustainable industrial development (ISID) in Montenegro, covering the period until 2021. A dedicated ceremony and the kick off of the first steering committee meeting will take place in Podgorica on 7 March 2018, in the presence of high-level Montenegrin decision-makers, donors, the UN Resident Coordinator in Montenegro and UNIDO staff.

The CPF is a result of in-depth consultations that have taken place over the last two years with key national stakeholders and development partners to scope the strategic frame of reference for engagement and partnership to assist Montenegro to strengthen its economy through sustainable industrialization. The country recognizes the strategic importance of industrial development, not least because every 100 jobs created in industry are likely to result in 60 to 200 new jobs in industrial-related activities. Montenegro places industry at the centre of its efforts to improve the competitiveness of the economy. Industrial growth will have a positive impact, including increased productivity, the stimulation of entrepreneurship and the encouragement of knowledge and innovation, ultimately resulting in the development of new products and entry into new markets.

To support these efforts, the CPF aims to contribute to the Governments priority for smart, sustainable and inclusive growth realized by a knowledge-based and resource-efficient economy. Through focused technical assistance interventions, the CPF pursues the three-fold goal of strengthening industrial competitiveness, boosting rural development and job creation, and introducing sustainable environmental and energy management policies. It aims to create favourable conditions for a lasting transformation of the national economy through modernization of priority growth sectors, based on knowledge and innovation for an expanded industrial base with greater productivity.

The CPF is based on the Sustainable Development Goals (SDGs) and will contribute to their attainment at the national level, specifically SDG 9 on industry, innovation and infrastructure, as well as all other inter-linked goals of the 2030 Agenda for Sustainable Development (SDG 1, SDG 2, SDG 5, SDG 6, SDG 7, SDG 8, SDG 10, SDG 12, and SDG 17). The CPF is also aligned with Montenegros main development policy frameworks, including the Industrial Policy of Montenegro until 2020, the Sustainable Development Strategy of Montenegro by 2030, the Montenegro Development Directions 2015-2018, the Economic Reform Programme for Montenegro 2017-2019, the Strategy for Regional Development of Montenegro 2014-2020, and draws upon the United Nations Development Assistance Framework for Montenegro 2017-2021.

With an overall indicative budget of 21 million euros, the CPF is an ambitious agenda for change which can only be realized through cooperation with major donors and other development partners. In order to enable the CPF to contribute to the envisaged transformative change and bring about an impact of scale for the benefit of Montenegro and its people, the Government and UNIDO have set out to work together and leverage the necessary funding for its implementation.
