The State Public Health Enrichment Fund Council provides the public with a view to coordinating the description of the procedure for the organization and financing of contracts for the financing of projects funded by the State Public Health Improvement Fund, hereinafter referred to as the "Procedure Description", which modifies certain requirements for projects seeking financing. The purpose of the new order is to simplify project selection procedures by abandoning excessive, formal and non-value-added requirements for applications and their evaluation criteria.
According to Minister of Health A. Verygos, the aim of the Fund is to finance projects that bring real benefits to the public, educate and inform people. It is therefore very important that the rules in force do not complicate the process and help to achieve the result as efficiently as possible.
The new description of the procedure was developed in cooperation with the social partners, whose contribution is very high. Reducing the bureaucratic mechanism and working together can achieve significantly better results.
The Foundation Board seeks to select the best research, prevention and social campaign projects and to allocate funds under the current priority areas and activities supported by the Fund. However, in certain cases, the requirements are excessive and complicate the application procedures, and therefore the requirements for simplification are proposed.
"Since the beginning of the year, the Foundation Board has met with non-governmental organizations, media representatives and researchers. Upon hearing their suggestions, we updated the Order Description in such a way that applicants would be even more likely to submit applications and implement projects of public interest. By changing the Order Description, we also took into account the recommendations of the Special Investigation Service, "says ar nas Narbutas, Chairman of the Board Council.
According to him, the proposed amendments concern the simplification of the requirements for administrative compliance: the requirement to provide at least 5 percent of funds from the requested amount of the Fund to the applicants in the project budget is forbidden. There should also be no provision for all projects supported by the Fund to be implemented for a period of 12 months. It is foreseen that the duration of each project, after evaluating the objectives of the project, is established by the Board of the Foundation by inviting applicants to submit applications for participation.
Depending on the proposals of the social partners, the requirement to retain a specific percentage of the project administration costs is retained in the project budget. This is left to the discretion of the applicant, which will be assessed accordingly during the project evaluation itself. Also, the number of copies of the submitted application is reduced, the requirement for each copy attached to the application to be approved by the mark "Genuine" and other requisites, makes it possible to correct the technical errors encountered in the project once after the submission of the project, etc.
The description of the procedure will regulate the minimum amount of the Fund's funds for preventive projects - at least 30,000 Euros. Increase, if necessary, the amount of advances from 30 to 40 percent and the possibility provided, as well as upon request, applicants who have paid up for the interim results of the project, submit an application and receive an interim payment of up to 40 percent. Thus, the total maximum amount of advances and interim payments is increased from 60 to 80 percent.
The project evaluation criteria will be filled out, the points will be awarded for the chosen methodology of the project activities, for the implementation of the project activities in cooperation with other non-governmental organizations and / or state / municipal institutions, for the optimal percentage of administrative costs in the project budget. Having assessed the specifics of the projects supported by the Fund, the criteria for assessing the projects of social campaigns have been distinguished.
