United Kingdom : PRESIDENCY offended procurement law in awarding pact to WEST BLUE

Gabby Asare Otchere Darko, who is the Former Executive Director of the Danquah Institute is attributing criminality in the deal presented to West Blue Company by the presidency.

He said that the presidency has offended many sections of the procurement law in presenting the deal to the orgnaization.

In a new turn to the unveiling Destination Inspection Companies and Bankswitch outrage, it has shown the presidency notified the Finance Ministry to award a new pact to West Blue on single sourcing.

A copy of a leaked letter has been received by Myjoyonline.com, in which the Chief of Staff, on saying of President John Mahama has ordered the Finance Ministry to take measures in designating West Blue Company as a new company to execute a national single window at the country's ports.

Abundantly citing portions of the Procurement Law, Gabby Asare Otchere-Darko said that the law was offended by the presidency in designating West Blue to adopt operations under a national single window.

"Act 663 of 2003, states in part that an entity may engage in single source procurement with the approval of the board:
(a) where goods, works or services are only available from a particular supplier.
(b) where there is an urgent need for the goods , works or service.
(c) where owing to a catastrophic event it is impractical to use other methods in procurement because of the time involved”.
