Canada : Central Newfoundland Long-Term Care Homes Project Moves to Request for Proposals Stage

The Provincial Government has now identified a shortlist of proponents to move to the Request for Proposals (RFP) stage for the two new 60-bed long-term care homes in Gander and Grand Falls-Windsor.
Central Care Partnership, Infraworks and Newfoundland and Labrador Healthcare Partners will submit proposals to design, build, finance and maintain the new facilities through a public-private partnership. The successful proponent will deliver both homes under a single contract with construction expected to begin in 2019.
The selection of these teams follows the first-stage of the procurement process, a Request for Qualifications, issued on January 5.
The RFP will require the shortlisted proponents to submit full project proposals, which will include technical details on the construction and maintenance of the new facility and a more in-depth demonstration of their financial capacities to successfully deliver the project.
Proponents will be required to submit Womens Employment Plans with their proposals, in keeping with governments commitment in The Way Forward: Realizing our Potential, to reduce the gender wage gap. Incorporation of universal design principles will also be a requirement.
Earlier this month, the department announced that the Grand Falls-Windsor home will be constructed on Scott Avenue, between Valley Road and the site of the former Abitibi Consolidated mill. The facility in Gander will be built next to the College of the North Atlantic campus and accessible via Magee Road.
Construction on both projects and a 20-bed protective care unit for the Dr. Hugh Twomey Health Centre in Botwood will begin in 2019, leading to more than 343 person-years of employment created and $39 million in economic activity.

Progress continues to be made on these two major health care projects in central Newfoundland. As MHA, its especially exciting to see the movement happening on the new long-term care home for Gander. I welcome the news that we are on schedule for construction to start in 2019. The new long-term care home, during both the construction phase and when it is built and open to residents, will have a positive impact on the people living in my district for years to come.
